Bio: Terver is a Certified Public Accountant (CPA) with nine years of government administration experience. Currently, Terver serves as the Manager, Division of Business Finance in the Office of Business Development (BD) at Illinois Department of Commerce and Economic Opportunity (DCEO).
In this role, he formulates and implements policies for the Division, organizes the division goals and objectives, and advises on policies and procedures for the effective and efficient implementation of the financing structure to administer economic development programs.
Also, he oversees the Department’s Business Development Public Infrastructure grant program and serves as the statewide coordinator Illinois Corporate Accountability for Tax Expenditures Act.
