Bio: Rebecca Carter is a Risk Management Specialist for the Springfield Regional Office of the United States Department of Agriculture. In this position, she is responsible for increasing the availability and effectiveness of Federal Crop Insurance while ensuring program integrity. Additionally, Rebecca administers the education and outreach program, collaborating with local, regional, and national staff to eliminate barriers to participation in the crop insurance program. Rebecca has served in the Illinois Army National Guard for 29 years and has achieved Sergeant Major’s rank. She is responsible for overseeing maintenance and logistics operations in the state. In this role, she is a key member of the Maintenance Assistance and Instruction Team, providing oversight and guidance to Army units throughout the state.
