Bio: Kevin A. Catlin is a native of Elgin, IL and started his career in state government through a graduate public service internship program at UIS. He was employed with the Illinois Department of Transportation (IDOT). He was later promoted to a full-time position serving the disadvantaged business enterprises community of IDOT. Catlin decided to pursue a career in local government and jump-started his journey through a local government management fellowship sponsored by the International City/County Management Association (ICMA). He first served as a fellow for the City of Tulsa, OK where he managed public safety projects, labor relations, and IT operations. He later accepted employment as Assistant City Manager/Director of IT for the City of Brookings, SD. In 2018, Catlin pursued a promotional opportunity in the State of Michigan to serve as Springfield's sixth City Manager where he was responsible for the daily operations of all municipal government operations, including planning & zoning, economic development, human resources, finance, IT, law enforcement, public works, and council and community relations. After nearly two years with Springfield, Catlin decided to move closer to his family during the pandemic. He found an opportunity to serve the County of Boone in the State of Illinois. He has spearheaded innovative projects realizing operational efficiencies and adopted an inclusive, forward-thinking approach to how Boone County interacts with its guests and community members.
