The Samuel K. Gove Illinois Legislative Internship Hall of Fame is named for the late Samuel K. Gove, founding director of the internship program and one of the founders of Illinois Issues magazine. This Award, initiated by Illinois Issues magazine, recognizes former state legislative interns whose subsequent careers have been marked by outstanding public service. Established in 1990, the Hall of Fame, including this year’s inductees, now numbers 71 individuals, among them a former governor and several former and current state and federal legislators. The names of the Hall of Fame’s members are inscribed on a plaque that hangs on the fourth floor of the Illinois Statehouse.
2024 Inductees
Brad Bolin

Brad Bolin began his 37-year career in Illinois state government in the fall of 1986 as an ILSIP intern for the House Republican Research & Appropriations Staff, where he served as a legislative analyst through the 1997 session, a time period that included two years of a Republican-caucus majority. His primary committee assignments were Insurance and Personnel & Pensions, with legislative activity that included a variety of bipartisan pension-law initiatives, including state employee early retirement and the creation of actuarially-determined funding requirements. Mr. Bolin became an officer of the House when elected as Assistant Clerk in 1997, and he has been reelected with each subsequent General Assembly - serving in an office that performs various record-keeping functions and procedural assistance during sessions of the House. He has served on the board of the Office of the Architect of the Capitol since its inception in 2004 - a legislative commission responsible for planning and oversight of Capitol renovations. Since 2014, he has been a member o the boards for the Legislative Information System, the Legislative Printing Unit, and the Legislative Reference Bureau. And he has been the House Minority Leader's representative on the Legislative Travel Control Board since 2001. Asa certified parliamentarian since 2006, he advises the Republican caucus on rules and procedures, and has assisted state associations with meetings of their delegate assemblies. Mr. Bolin received a B.A. in political science from Purdue University in West Lafayette, Indiana in 1986.
Lisa Clemmons Stott
Lisa Clemmons Stott joined the ILSIP intern class of 1994, serving on the issues staff of then House Speaker Michael Madigan. In addition to staffing legislators and committees, she utilized her broadcast journalism degree from the University of Illinois Urbana-Champaign to produce a cable television show for the caucus. At the Illinois Secretary of State's office, she managed the team that developed the state's first online license plate and driver's license renewals. Ms. Clemmons Stott increased contributions by 57% as the development director for the Springfield NPR affiliate in the 2000s and conducted successful capital campaigns to build its performing arts studio and convert the station from analog to digital. She created the This I Believe student essay contest which continues to this day. She then ran the membership program for the Abraham Lincoln Library & Museum Foundation, starting its onsite membership program. After Lincoln's Bicentennial in 2009, she moved to the Illinois Department of Commerce and Economic Opportunity (DCEO), serving as the deputy for Marketing and Communications. Her team launched two transparency websites as well as one of the state's first official social media pages. Leading Downtown Springfield Inc. from 2015 to 2021, she developed new programs to attract investment and interest in the city's business district including the Levitt AMP music series. She helps businesses navigate the Covid-19 pandemic by delivering timely information on available resources and advocating for new policies, such as closing streets for outdoor dining and events. As a result, she was named a 2021 Woman of Influence by the Springfield Business Journal. In 2022, Ms. Clemmons Stott returned to CDEO, joining Governor Pritzker's business development team to attract the electric vehicle sector to Illinois. She is an appointed member of the Capitol Historic Preservation Board and serves on the Land of Lincoln Local News Steering Committee of the American Journalism Project.
Sydney Holman
Sydney Holman is currently the Deputy Mayor of Intergovernmental Affairs for the city of Chicago where she oversees the Mayor's city, state, and federal legislative portfolio. She is managing the activity of 23 committees to ensure operational alignment with the administration's goals and demands. Ms. Holman works to establish relationships with members from all three levels of government to ensure transparency and harmony. She engages in a variety of regulatory matters and a variety of subjects with stakeholders to enact laws. She previously worked at Cozen O'Connor Public Strategies, where she assisted clients with legislative strategy and policy advocacy across diverse topics. She focused on enhancing relationships while also navigating regulatory and political terrain to ensure success and support for clients. Ms. Holman served as Deputy Director of legislative affairs and as House Liaison of legislative affairs with the Office of Governor J.B. Pritzker. While working for the Governor's office, she lobbied the aggressive agenda on pensions and business reform, gaming initiatives, higher education issues, and healthcare accessibility. She covered healthcare, education, economic, and budgetary portfolios. She has also served as the legislative coordinator for state legislative affairs for the Cook County Board - Office of the President and as a research and appropriations analyst for the Illinois House of Representatives - Office of the Speaker. Ms. Holman earned her Bachelor's degree from Columbia College Chicago and an MBA from the University of Illinois Urbana-Champaign.
Scott D. Humbard
Scott D. Humbard serves as Vice President of State Government Affairs for Constellation Energy, directing state legislative and regulatory initiatives in 17 western and southern U.S. states. Constellation Energy is the nation's largest producer of clean, carbon-free energy. Mr. Humbard began his 30-year career in state government and policy advocacy as an ILSIP intern for Speaker Lee Daniels' Research & Appropriations staff in 1994 and remained on staff through 1998, primarily staffing the Energy & Environment Committee, Public Utilities Committee, and the Joint Committee on Electric Restructuring which restructured Illinois' electric generating industry, as well as appropriations matters for various state agencies. Following his position on staff, Mr. Humbard joined the Chemical Industry Council representing over 150 chemical manufacturers and suppliers supporting that industry, where he helped secure passage of legislation reforming Illinois' Brownfield Remediation program to restore manufacturing facilities to green fields. He participated in educational programs and scholarship awards on behalf of the industry through the association's educational foundation. Joining Constellation in 2001, Mr. Humbard developed community engagement and local outreach programs around the company's nuclear generating stations in Illinois, and in 2016 and 2021 worked with lawmakers and other stakeholders to pass the Future Energy Jobs Act and the Climate and Equitable Jobs Act, which promoted carbon-free energy produced with nuclear power ensuring the economic viability of the state's fleet as well as their host communities. He is past Board Chairman of the Illinois Energy Association and the Illinois Competitive Energy Association. Mr. Humbard received both Master and Bachelor of Arts degrees from Eastern Illinois University (1993 and 1992).
Anthony Rossi
Tony Rossi began his 37-year career as an ILSIP intern on House Speaker Michael J. Madigan's Research & Appropriations Staff where he worked on appropriations, substantive and select committees. In 1990, Mr. Rossi was promoted to Director of Speaker Madigan's Research & Appropriations Staff where he advised and briefed the Speaker, members of Leadership, and Democratic caucus members on appropriations and substantive legislation. As Director, he helped craft state budgets and managed a large staff of analysts, attorneys, and support staff. In 1993, he was elected Chief Clerk of the Illinois House of Representatives for the 88th General Assembly, where he served until 2003 (he was elected to one term as Assistant Clerk during the 89th General Assembly). As Chief Clerk, he was responsible for the daily operations of the Illinois House and acted as a liaison between the legislative commissions and democrat leadership. While Chief Clerk, the House moved to the fully automated paperless document management system legislators enjoy today. In 2003, Mr. Rossi was named Executive Director of the Illinois Capitol Development Board by the Governor. There he directed the development and implementation of the state’s capital improvement programs related to new construction and renovation for state buildings, universities, community colleges, and school districts. During his tenure, the State completed construction of the Abraham Lincoln Presidential Library and Museum. In 2005, Mr. Rossi became a Deputy Chief of Staff for the Governor where he had oversight over several Executive Branch agencies, worked closely with the Governor's Office of Management and Budget, briefed and advised the Governor and his executive staff, and served as a liaison between the Governor and legislative leaders. In 2007 he became a partner in Government Navigation Group Inc., a Chicago-based full-service government relations firm. The firm offers its public and private sector clients legislative and regulatory consultation, business development, strategic partnering and grassroots organization. Mr. Rossi served in the United States Navy from 1980 to 1983, the Army National Guard in 1985, and received his Bachelor of Arts from Southern Illinois University in Carbondale.
