Proposal Submission

  • All externally funded proposals must be internally reviewed and approved by the Office of Research and Sponsored Programs (ORSP), and submitted to sponsored by an Authorized Organizational Representative. Please provide all sponsor required documents to ORSP via the START myProposals portal.

Subrecipients Under a Sponsored Agreement

Though UIS may be the prime recipient of an award, there are many cases when it is appropriate to pay collaborating institutions or businesses/individuals for goods, services, and expertise. This must be proposed, and the Office of Research and Sponsored Programs must assess if the proposed subrecipient(s) has the capacity to complete the proposed scope of work.

To propose a subrecipient, a Subrecipient Profile must be completed and signed by an authorized representative of the subrecipient. ORSP will then conduct a risk assessment.

ORSP may issue a subaward for the purpose of performing a portion of the scope of work under an award for a sponsored project. In issuing a subaward, the university assumes responsibility for the oversight of programmatic and financial activities of the subrecipient throughout the life of the subaward.

Contractors are used for specific tasks and for explicit periods of time. Contractors can be either business firms or individuals who are not employees of the system. They accomplish the objectives of the system when such services are specialized, highly technical, and cannot be economically or satisfactorily performed by system employees as part of their normal duties. Intergovernmental agreements and grants are exempt from the competitive vendor selection process if the subcontractor is specifically named in the original grant proposal or award, or if the sponsor provides other written approval of the specifically named contractor.

Agreements for subrecipients, both contractors and subawards, must be bilateral and include provisions as required by the University and the sponsor’s award document.
