All university-sponsored events involving minors must go through the Protection of Minors review process.
I. UIS Process for Events
To ensure the safety of minors while involved in university activities, no adult may be part of any event where they would be in close contact with minors who are not enrolled as university students, without first submitting to and passing a criminal background and sex offender registry check unless such checks have been performed within the past two years and are on file with UIS Human Resources.
- The department must submit an event form (pdf) to UIS Human Resources for approval.
- Please plan on submitting the event form to UIS Human Resources at least 30 days prior to the event.
- Helpful Information for the Checklist for Compliance (pdf)
- UIS Human Resources will determine if a background check is needed for the staff, students, and volunteers hosting the event.
- Failure to comply with this may result in certain personnel being unable to participate in the event or the event being cancelled due to insufficient time to complete background checks.
Events that do not have UIS Human Resources Protection of Minors approval prior the event taking place will be considered out of compliance.
We encourage anyone who plans on hosting an event with minors as participants to familiarize themselves with this 5-minute video, Protection of Minors on Campus, covering the basics of Protection of Minors procedures and ANCRA reporting.
II. Abused and Neglected Child Reporting Act (ANCRA)
ANCRA is an Illinois law that requires personnel of higher education institutions to report to the Illinois Department of Children and Family Services (DCFS) if they suspect child abuse or neglect. Members of the University community shall comply with applicable federal and state laws to provide a safe environment in which children can learn, discover, and achieve their full potential.
In particular, University Personnel shall comply with the “Illinois Abused and Neglected Child Reporting Act” (ANCRA) and all members of the university community must complete the training, reporting, and background check requirements outlined in this policy, when applicable.
III. University of Illinois Protection of Minors Policy
The University of Illinois Protection of Minors Policy is located on the System Human Resources website.
The University of Illinois has adopted certain safeguards intended to better protect minor children when they are on university premises participating in university programs and activities designed to include minors, or when they are in the care of Members of the University Community (i.e. staff, students, volunteers, and contractors).
All Members of the University Community are expected to be familiar with this Policy and shall take appropriate precautions to protect minors participating in or attending their programs and activities.
