On sponsored projects, effort represents how much time personnel expect to spend on a project, and the sponsor compensates the university's unit accordingly for "borrowing" time during the employee's contracted hours. However, with teaching loads and expected scholarship and service, faculty may find it difficult to budget more than 5-10% during contract hours. When feasible, they may request to replace course teaching time with sponsored research time through a course buyout.
The Office of Research and Sponsored Programs (ORSP) is responsible for negotiating all contracts, agreements, and grant awards for externally funded sponsored programs/projects. Sponsored Program contracts/agreements must be written in the legal name of The Board of Trustees of the University of Illinois and include a signature line for the Comptroller. Only the Comptroller, or her/his delegate, can sign contracts/agreements on behalf of the University.
The Office of Research & Sponsored Programs partners with faculty and staff to identify internal and external funding sources, interpret sponsor guidelines and requirements, and to assist with proposal submission.
Sponsored programs include grants, contracts, and collaborative agreements that are funded by an internal or external source. Each sponsored program has a named principal investigator or project director. Sponsored programs have a defined scope of work, deliverables, periods of performance, and budgets. These programs further the instructional, research, public service, or economic development objectives of the university through intellectual input to develop, determine, research, or identify a deliverable or result.
The University of Illinois Springfield is committed to advancing knowledge through open research in which all methodologies, data, and research results are freely shared with the public. Balanced against this commitment is a responsibility to protect the national security and economic interests of the United States, which can be achieved in part by establishing mechanisms for complying with export controls.
To support UIS faculty, staff, and student research, we provide resources, facilities, tools, and training materials. Workshops designed especially for students can be found on the Student Research and Scholarship Support website. Specific topics, such as Human Subjects Research and the Responsible Conduct of Research are also available. In addition, the staff of the Office of Research and Sponsored Programs are available for classroom visits and workshops.
The Caryl Towsley Moy, Ph.D., Endowed Fund for Collaborative Research was established by the family of Dr. Moy to honor the life and work of the former University of Illinois Springfield professor who also taught at the Southern Illinois University School of Medicine. Its purpose is to provide funding for collaborative, team-based research initiatives undertaken jointly by faculty from the University of Illinois at Springfield (UIS) and the Southern Illinois University School of Medicine (SIU-SOM).
